I have installed all the prerequisites, rebooted my computer, put Hook64 in the eso64.exe folder (I am using Steam version if that matters). I start up Hook64 and select ESO, but nothing happens. Perhaps I did something wrong, but I have tried to follow all the steps correctly without success. Thank you in advance!

Try making a shortcut to hook64 and add -skiptogame ESO to the command line. That should launch the game.
