That really isn't balanced at all, though, nor is it logical, but, rather, it is the situation which you emotionally align with.
In the situation you provided, the condition for which clerics are what you call balanced exists as an independent variable outside of there being equal cleric numbers between teams, i.e., a Zero Sum Game. Logically, if such was the case, Clerics could be modified in any shape or fashion and still be what you call balanced, so what is or is not actually balanced simply does not exist for clerics to you.
It is not in the realm of logic nor reason for you, but rather an entirely emotional judgement, which is perfectly fine, as everyone is entitled to have such simply by the virtue that we are all people. However, the words and terminology that you're using will lead to more confusion than not.
In example, during my tenure, I heard you speak of balancing spells, classes, pools, etc., as many did, but if ten people are speaking of balance, it doesn't matter who attempts to balance nor the effort they put into it, if the ten out of ten people are all actually referring to their emotional predispositions while calling it something else altogether. This actually happens a good deal on here, and is evident when groups of players call for one thing, but quickly fractionatw once the one thing is done, because the one thing was never really one thing to begin with. In your case, you're prone to promoting balance while actually seeking arbitrary imbalance in the game with purely community actions as the determinant factor for what you want.
Again, all this is fine, as to each his own, but communication tends to work better when people everyone is using the same words to represent the same things. Individuals using the word balance to mean imbalance and the words logic and reason to mean emotions, really only ends up disservicing everyone involved, most similar to a simple shouting match of incoherent noises.
