Oh I don't mean to make it use less power. Using the numbers you provided, the new MS3 should be 50% higher than MS2 so I was thinking 12-27 (which averages to the 19.5 mentioned in the OP). It doesn't need to be as efficient as MS2, but it needs to do more damage.

Make Manastrike III do 50% more damage than Manastrike II. If the numbers on magestorm statistics are right, ms3 averages 16.5 damage while ms2 averages 13. A 50% damage increase will raise the average damage to 19.5 from 16.5, which will bring it more in line with SD3, which does 21 damage.

New cathedral is a lot better than the old one. The changes to the order shrine by itself is worth it. Once you get used to it you'll like it.
