It does work. Set it to something absurdly high and watch the distant LoD load in slowly (and your FPS tank as well). The MIP_LOAD setting has to do with textures, while the LowQualityModels has to do with distant models for things like trees. You can easily see distant trees going from 3-D poly mod...

Just to let you know that I still have to hit "pause" while playing ESO to get the effects to take hold. Not a big deal, but since 1.5.5.8 was suppose to fix it I thought you might like to know.
